To foster professional talent in tree protection and enhance the professional capacity of tree health management and protection[謝1] in Taiwan, the Forestry and Nature Conservation Agency (FANCA) and its affiliated institutions have officially launched a training, examination, and tier certification system for tree protection professionals. In collaboration with National Taiwan University, National Chung Hsing University, National Chiayi University, and National Pingtung University of Science and Technology, the FANCA will jointly carry out training for intermediate and advanced tree protection professionals. Registration will be open from August 24, 2026 to September 6, 2026. The Taiwan Forestry Research Institute (TFRI) has been entrusted to conduct the examination of intermediate and advanced tree protection professionals, and applications will be accepted from September 1 to September 14. Professionals in tree protection–related fields and members of the public who are interested in tree protection are welcome to register. The FANCA explained that the Ministry of Agriculture announced and implemented the “Regulations of Training, Examination, Grading and Certification for Tree Protection Professionals” on April 20 this year in order to cultivate tree protection professionals, as well as improve tree maintenance techniques and the quality of urban greening. The FANCA, in collaboration with the TFRI and the four national universities with expertise in tree protection–related programs (National Taiwan University, National Chung Hsing University, National Chiayi University, and National Pingtung University of Science and Technology), are working together to conduct examinations, training, and certification for intermediate and advanced tree protection professionals. The aim is to establish a certification system for tree protection professionals through a comprehensive training and certification mechanism, thereby enhancing the professional capabilities and maintenance quality of tree protection in Taiwan. Those who meet the qualification criteria can register for the intermediate or advanced tree protection professional examination or training according to regulations, based on their own educational background or technician certification level in horticulture or landscape technology. There is no restriction on the number of examination candidates. The TFRI will set up a single examination site and provide additional examination venues and arrange internship sites and schedules according to the number of applicants. The training will be conducted in four regions: northern, central, southern Taiwan, and the Kaohsiung-Pingtung region. Each of the four universities will offer one intermediate and one advanced course, with a maximum of 40 participants per class. The universities will process applications on a first-come, first-served basis. If the number of applicants exceeds the quota, a public lottery will be held for those who apply on or after the day the quota was exceeded and who meet the eligibility criteria. The selected candidate list and the waiting list will be determined according to the results of the lottery. Regarding the examination for entry-level tree protection professionals, the FANCA has commissioned a professional team to plan the process, with the application information scheduled to be announced early next year (2027). The FANCA stated that the fees for participating in the tree protection professional training or certification examinations are divided into administrative fees and course fees, depending on the level and service required. The administrative fees include registration review fees, examination fees for each tier, training hour certificates, qualification certificates, and so on. The course fees include training course fees and internship course fees. The total fee for the intermediate training is NT$28,700, including NT$8,700 in administrative fees and NT$20,000 in training course fees. The total fee for the advanced training is NT$36,200, including NT$11,200 in administrative fees and NT$25,000 in training course fees. For the examination, the total cost for the intermediate level examination is approximately NT$22,600, and for the advanced level examination it is approximately NT$22,700. The intermediate level administrative fee is NT$4,600 and the advanced level administrative fee is NT$4,700. In addition, there is an internship course fee of approximately NT$18,000 for both levels. To reduce the financial burden of one-time fee payments on the participants, the fees will be collected in stages. After passing the qualification review, applicants will be notified to pay the training course fee or examination fee. After completing the training course or passing the examination, participants will proceed to the next stage and pay the relevant administrative fees or selected internship course fees, with payments made in stages according to the actual training or examination process. The FANCA pointed out that not only can promoting a certification system for tree protection professionals establish a professional talent training and certification system and advance the development of tree care industry, it can also help improve the quality of maintenance and management of protected tree species outside of Taiwan’s forests. It will also provide the government with the necessary tree protection professionals to promote the National Green Canopy Climate Adaptation Plan and create a high-quality urban forest environment in the future.
