The Aerial Survey and Remote Sensing Branch of the Agency has undertaken aerial photography missions since 1971 with the photos taken widely used by various agencies. However, the two aerial survey and remote sensing aircraft of the National Airborne Service Corps that engage in aerial photography operations were manufactured in 1979 and 1993 respectively. In addition, one has been involved in an accident and assessed as irreparable while the other is over 40 years old and will cease flying missions due to flight safety and maintenance cost considerations. In order to continue the national basic aerial photography collection operation, this project will use two modified aerial photography aircraft supplied by private operators in the form of financial leasing, and provide 600 flight hours, fuel and maintenance services per year for the duration of the project. The aircraft property rights will be transferred to the agency before the end of the project to maintain and strengthen the country's independent aerial photography capacity. It will provide high-quality aerial photography data to meet the demands of government, industries and individuals, while indirectly creating economic output value, and enhancing the country's competitiveness as it pursues sustainable development. This project was approved by the Executive Yuan on April 19, 2019, and the planning period was from 2020 to 2028. However, the COVID-19 pandemic impacted aircraft procurement and in order to cooperate with the National Development Council to promote the 3D national map service, in addition to the "Smart Flood Prevention Project" approved by the Executive Yuan, the Ministry of Agriculture (then the Council of Agriculture) submitted a revised draft plan on February 23, 2022, revising the project schedule and funding requirements, which was approved by the Executive Yuan on May 30, 2022.
