Background and Planning of Taiwan’s “National Biodiversity Strategies and Action Plans (Draft)”

In 2001, the Executive Yuan approved the “Biodiversity Promotion Plan .” Since then, Taiwan has been implementing it as the overarching national strategy and action plan for biodiversity conservation. Under this framework, a Biodiversity Task Force was established within the National Council for Sustainable Development  (NCSD). Also, in response to global sustainable development trends, the NCSD formulated the “Taiwan Sustainable Development Goals ” (TSDGs) in 2018, under which terrestrial and marine ecosystems are respectively coordinated by the Ministry of Agriculture and the Ocean Affairs Council to oversee conservation and restoration efforts.

In alignment with the global trend of integrating sustainable development, climate change, and biodiversity initiatives, as well as the need for cross-ministerial collaboration on biodiversity issues, the NCSD amended Article 5 of its Establishment Guidelines on July 25, 2025. This amendment explicitly incorporated biodiversity into the “Green Environment Initiative ” and designated the deputy minister of the Ministry of Agriculture to concurrently serve as the deputy executive director of the NCSD, responsible for coordinating inter-ministerial efforts to advance biodiversity-related work.

At the Fifteenth Meeting of the Conference of the Parties to the Convention on Biological Diversity (COP15)  in 2022, the United Nations adopted the Kunming-Montreal Global Biodiversity Framework  (K-M GBF). With the vision of achieving harmony between humans and nature by 2050, the framework establishes 23 short-term action targets for 2030 as new global biodiversity goals. Accordingly, countries around the world have initiated the revision and updating of their National Biodiversity Strategies and Action Plans (NBSAPs), tracked their implementation progress, and regularly submitted national reports to assess their global target achievement results.

The Forestry and Nature Conservation Agency (FANCA ) has referenced the K-M GBF and conducted a comprehensive review of the TSDGs, climate change adaptation action plans, ministerial policies, and related indicators. Guided by the principles of sustainable use of natural resources, equitable benefit-sharing, and the mainstreaming of biodiversity, FANCA has developed Taiwan’s “National Biodiversity Strategies and Action Plans (Draft).” Subsequent steps will include inter-ministerial discussions, feedback, and consultations. Upon finalizing the content and division of responsibilities, FANCA will submit the plan to the Executive Yuan for approval. Once approved, the plan will be implemented through cross-ministerial collaboration.
