To protect the diverse and representative ecosystems and rare flora and fauna within national forests, and in accordance with the Forestry Act, the Forestry and Nature Conservation Agency drafted the "Taiwan Forestry Management Reform Plan" in 1976. Based on Article 13, which states, "Develop national forest land for multiple uses, construct nature reserves and forest recreation areas, preserve the integrity of natural landscapes and the propagation of precious flora and fauna, for scientific research, education, and to promote public recreation," national forest reserves were established.Later, due to streamlined procedures and the enactment of the "Cultural Heritage Preservation Act" and the "Wildlife Conservation Act," most national forest reserves were subsequently designated as nature reserves, wildlife refuges, or majore wildlife habitats after a re-evaluation.Article 17-1 of the Forestry Act was added in 2004, stating that "To maintain forest ecology and preserve biodiversity, a forest reserve may be designated within a forest area. The number of people and the amount of traffic allowed into a forest reserve shall be regulated in accordance with the unique characteristics of the resources within the Reserve. The central government agency shall set the criteria for establishing and abolishing a forest reserve, its management plan, and relevant regulatory rules." Subsequently, the Ministry of Agriculture formulated the regulations for the establishment and management of forest reserves based on this, and legally re-announced six forest reserves: Shei-Pa, Shih-ba-luo-han-shan, Jia-xian Sih-de Fossil, Guangshan Formosan Date Palm, Costal Range Taitung Cycas Forest, and Dawu Taiwan Keteleeria. On April 13, 2026, the Shei-Pa Forest Reserve was revoked, leaving 5 forest reserves.Each forest reserve continues field surveys, conducting regular ecological resource surveys and patrols, collecting basic ecological data, and implementing monitoring programs for endangered, rare, or representative species, establishing management or monitoring stations. Furthermore, in response to the need for promoting natural ecological knowledge, natural ecological education and interpretation services are provided to enhance the dissemination of ecological conservation knowledge.Maps of Forest Reserves can be downloaded from the “MOA Open Data” website.
