After more than three years of promoting the "National Forest Land Treatment Engineering Eco-Friendly Mechanism," the Forestry Bureau of the Council of Agriculture was awarded in the National Sustainable Development Awards by the Executive Yuan today (25th). The Forestry Bureau stood out from the many organizations to win first prize in the government agency category. The award recognizes the Forestry Bureau's efforts in promoting ecologically friendly practices in engineering projects to maintain a sustainable environment. According to the Forestry Bureau, it serves as the competent authority for forestry and nature conservation in Taiwan and is responsible for maintaining the national forest environment and biodiversity. Before the Public Construction Commission of the Executive Yuan officially issued instructions for public works projects to perform ecological audits, the Forestry Bureau had already begun to develop ecologically friendly practices and systems applicable to the management of national forest land. Project-related units and their personnel are instructed to pay more attention to ecologically sensitive issues and listen to the voices of NGOs and local residents who are concerned about the ecosystem, before and during the entire process of disaster prevention and management, in order to balance environmental safety and ecological sustainability. In 2017, the Forestry Bureau began promoting the "National Forest Land Treatment Engineering Eco-Friendly Mechanism" (draft), and piloted the Eco-Friendly Mechanism for key projects, followed by the introduction of the Eco-Friendly Mechanism for all engineering projects in 2018. In 2019, the Forestry Bureau further implemented ecological inspection and information disclosure for the entire life cycle of projects. In 2020, the Forestry Bureau refined the content of the Mechanism and enhanced the eco-friendly understanding of project-handling personnel, in order to properly implement the Eco-Friendly Mechanism for all projects. The Forestry Bureau pointed out that in recent years, the meetings of the Convention on Biological Diversity have proposed the inclusion of biodiversity in infrastructure across related issues. Ecological adaptation, climate resilience, and ecological engineering have been considered for enhancing the technology and capacity applied to sustainable infrastructure construction methods. The year 2020 is an important milestone and critical moment for global biodiversity conservation. In addition to disaster prevention awareness in the promotion of eco-friendly engineering projects, the Forestry Bureau also emphasizes eco-friendly practices. When engineering construction work to the environment is unavoidable, by understanding the original ecological characteristics of the managed areas, the disturbance to the ecosystem can be minimized and the habitat can be restored in the shortest period of time, which is beneficial to the conservation of biodiversity resources. The Forestry Bureau will continue to keep up its efforts to implement eco-friendly practices and to strengthen the recognition of sustainable environmental and ecological conservation through institutionalized, cross-regional integration. In response to the engineering needs brought about by disasters, the work will be carried out in a way that minimizes interference and optimizes the use of natural materials, while maintaining the safety of the people and their homes. We will adapt to the changes in the natural environment and build a resilient disaster prevention infrastructure that takes into account the conservation of biodiversity.
