Council of Agriculture Announces Conditional Entry for Pets at Four More Forest Recreation Areas

On July 29, 2022, the Council of Agriculture (COA), Executive Yuan, announced the “Prohibition on the Entry and Transportation of Dogs, Cats, and Other Mammals into Forest Recreation Areas, Lalashan Sacred Tree Reserve, and Forest Parks.” From August 1, 2022 to July 31, 2024, in addition to the previous announcement that Linhousilin Forest Park will be allowing visitors to bring pets, conditional entry of pet dogs, cats, and other mammals will now be trialed at the National Forest Recreation Areas of Neidong, Chihnan, Jhihben, and certain parts of Danongdafu Forest Park. However, visitors are still prohibited from bringing dogs, cats, and other mammals into the other 20 forest recreation areas that are ecologically sensitive locations.
With regards to the four sites now permitting conditional entry and Linhousilin Forest Park which already allows entry, pets are still prohibited entry to the ecologically sensitive areas and trails in the parks. Visitors who bring their pets into the parks must ensure that the pets are properly leashed or placed in strollers, and will only be allowed to move around within the designated areas. For example, in the Neidong National Forest Recreation Area, pet activities are limited to the Waterfall Trail (the main trail from the starting point to the Leshui Bridge); in Jhihben National Forest Recreation Area, only the scenic trail is open to pets; in Chihnan National Forest Recreation Area, only the main park site is open to pets; in Danongdafu Forest Park, only the main lawn area is open; the entire Linhousilin Forest Park area is open to pets. Pet activities are restricted to the hard paved surfaces and facilities when on any trail and are not allowed in the natural surroundings.
The Forestry Bureau reminds the public that if visitors bring their pets into the park, they will be required to sign an agreement form, bring valid pet registration documentation (certificate or microchip), and proof of rabies vaccination (certificate or rabies tag). Pets must be placed in carrier bags, cages, strollers, or other carrier equipment that can restrict pet activities in the park, otherwise pets must be properly leashed (maximum length of the leash is 1.5 meters), and no food is allowed to be left in the park. Pets are not allowed to enter non-designated areas and any contact with wildlife is strictly prohibited. Owners are required to clean up pets’ droppings and dispose of the waste in garbage cans. Visitors must uphold their responsibility to maintain the safety and cleanliness of the parks. If pets disobey commands or act aggressively, the owner is required to remove them from the park immediately.
The Forestry Bureau emphasized that visitors bringing dogs, cats and other mammals into the forest recreation areas trialing conditional entry must comply with the relevant laws and regulations. If the regulations are not complied with upon request, the management unit may request the pet owner to leave the park with the pet, and the owner may not ask for any refund or compensation. In the event of a conflict, the owner is responsible for handling the situation.
The Forestry Bureau also requested that in order to ensure the prevention of rabies, visitors are urged not to come in contact or feed wild animals when visiting the forest recreation areas. Furthermore, please report any animal suspected of being infected with rabies to the animal disease prevention authorities or Forest District Offices to ensure the safety of pets, owners, and visitors. We ask for the support and understanding of the public in the prevention of diseases.
