Taiwan 2050 Net-Zero Pathway and Strategies

New Carbon Reduction Targets

To accelerate alignment with the international Nationally Determined Contributions (NDC) and enhance climate action to improve industrial competitiveness on the global stage, the government has re-evaluated its 2030 targets. With greater ambition, it aims to break through existing barriers and has set new carbon reduction targets for Taiwan in 2032 and 2035. Through diverse and proactive measures, the government seeks to intensify and accelerate its carbon reduction efforts. The national greenhouse gas emissions will be reduced by 28±2% compared to the baseline year (2005) by 2030, 32±2% by 2032, and 38±2% by 2035.

 

Taiwan’s Comprehensive Carbon Reduction Plan

To implement the "National Project of Hope" and its five major strategies for "Green Growth and Net-Zero Transition by 2025," and to align with international NDC commitments, the National Development Council has formulated the "Taiwan’s Comprehensive Carbon Reduction Action Plan". This plan adopts a top-down approach focusing on six major sectors through flagship carbon reduction projects, while also encouraging a bottom-up process where government ministries develop their own sectoral carbon reduction plans. These strategies will be continuously updated and refined.
The plan is supported by six key innovative mechanisms: technological innovation, financial support, carbon pricing, regulatory adaptation, green collar talent, and community-driven initiatives. Together, these mechanisms will systematically integrate carbon reduction efforts across all six sectors and ensure comprehensive financial planning and support.

 

Key Strategic Action Plan for Natural Carbon Sinks

The National Development Council officially announced the "Taiwan’s Pathway to Net-Zero Emissions in 2050" in March 2022. This initiative is built upon four major transformations—energy, industry, life, and society—as well as two critical pillars of governance: technological research & development and climate legislation. These are supported by twelve key strategies that integrate cross-ministerial resources to develop action plans aimed at achieving net-zero transition goals.
Among these key strategies, the Ministry of Agriculture is responsible for the "Natural Carbon Sinks" strategy. This involves establishing carbon-negative agricultural practices and preserving natural habitats such as forests and oceans to enhance the environment’s carbon absorption capacity. The aim is to offset human-induced carbon emissions and slow the progression of climate change, while also developing and applying scientific research and technologies to improve the efficiency of carbon sequestration.

 

Agricultural Sector Greenhouse Gas Reduction Action Plan

To achieve the national long-term greenhouse gas reduction targets, the Climate Change Response Act (Article 10) mandates the establishment of phase-based control targets every five years. These targets are allocated by sector and implemented accordingly, covering six major sectors: energy, manufacturing, residential & commercial, transportation, agriculture, and the environment. Each sector must present its respective Greenhouse Gas Reduction Action Plan.
For the agricultural sector, the carbon reduction strategies for forestry mainly include two key directions: afforestation and strengthening forest management.
